Episode 1: The Birth of the Covert Surveillance Agency

Covert Surveillance Agency

Marunouchi, Tokyo — Amid the towering skyline stood a gleaming, glass-walled skyscraper that commanded attention.
Inside was the headquarters of Ten’yō Holdings, one of Japan’s largest conglomerates.

At the very top floor, the president’s office exuded an air of solemn gravity.
Despite the sunlight streaming through the windows, the atmosphere was tense—so much so that anyone who entered instinctively straightened their posture.

“You’re late, Ryō Sakai.”

The voice came from President Shigeki Takayanagi—a man in his seventies, still brimming with energy, whose very presence seemed to dominate the room.
Sakai bowed slightly and replied, steadying his breath.

“My apologies, sir.”
“Hmm…”

The president glanced over the stack of documents on his desk before speaking again in a deep, resonant voice.
Several employees—clearly summoned for the same reason as Sakai—stood in a silent line before him.

After surveying them one by one, Takayanagi finally spoke.

“I’m giving you all a special assignment.
I want a full assessment of Ten’yō Holdings and all its subsidiaries.”

Sakai hesitated.
The other employees exchanged tense looks.

“Assessment” sounded simple—but Ten’yō Holdings was a giant beyond imagination.
The headquarters alone employed 2,500 people.
There were 25 domestic and 15 overseas subsidiaries—a total of 40 companies.
Counting every branch, office, and store, the total workforce reached roughly 12,000.
With temporary, part-time, and contract workers fluctuating daily, even the head office couldn’t pin down the exact number of employees.

It was simply impossible for any one person—even the president—to keep track of such an enormous organization.

“As you all know,” the president continued,
“this company has grown so vast that even I, its leader, can no longer grasp every detail.
Performance reviews have become politicized.
Some divisions may be hiding misconduct.
The larger a company grows, the more blind spots it develops.
I need people who can uncover the truth—and I believe that’s you.”

The room fell silent.
Everyone held their breath.

“In other words,” the president said, his voice echoing through the office,
“I’m creating a team that will report directly to me.
Your mission: to infiltrate the company, expose wrongdoing, and ensure fair evaluations across the organization.”

A thrill ran through Sakai’s chest.
Special mission. Confidential. Directly under the president.
Just hearing those words sent a shiver down his spine.

“Officially, you’ll be introduced as members of a new department—the Operations Support Division.
Outwardly, you’ll be seen as a group providing manpower assistance across various departments.
But in truth, you’ll operate as a secret unit under my command:
the Covert Surveillance Agency.
Your real task is to observe, investigate, and evaluate the entire organization.”

A public cover, and a hidden purpose—
a secret division known only to the president and its members.

Takayanagi unfurled a massive corporate map: Tokyo, Nagoya, Osaka, Fukuoka, Hokkaido, Okinawa—
Every branch, plant, and store was marked. Even overseas subsidiaries were detailed across the pages.

“Your job is to understand the company from the ground up.
Observe how our people work.
Identify problems, and report directly to me.
You’ll move through the company unseen—as the eyes of the president.”

Sakai nodded deeply.
He felt the weight of responsibility settle upon him.
To see the unseen truths within this vast organization, and to act for the good of its employees—
his resolve was being tested here and now.

Team Introduction

President Takayanagi closed the file and began introducing the members.

Chief of the Covert Surveillance Agency
Shinji Nozaki (54) — Calm, composed, and deeply trusted. Acts as the team’s leader and liaison with the president.

Veteran Field Operative: Susumu Saeki (44) — Highly experienced. The team’s strategist and a reliable voice of reason.

Operations Coordinator: Toru Murakami (35) — Skilled in negotiation and inter-department mediation. Expert at resolving on-site conflicts.

Field Agent / Infiltration Specialist: Wataru Suzuki (32) — Quick-thinking and adaptable. Handles disguises and direct operations.

Observation & Analysis: Ryō Sakai (31) — Highly analytical with strong moral conviction. Central to the investigative team.

Young Speedster: Ryota Fujiwara (23) — Agile and quick-witted. Excellent at gathering information, though a bit of a joker.

Field Liaison / Mood Maker: Aoi Kobayashi (42) — Cheerful and approachable. Blends naturally with field staff and lifts team morale.

IT Analyst: Yuki Tajima (28) — Specializes in data analysis and system forensics. Brilliant but slightly scatterbrained.

Negotiator / Undercover Specialist: Saki Kawamura (29) — Charismatic and composed. Uses charm and intuition to extract vital intel.

The president’s gaze swept across the group once more.

“I expect great things from all of you. Do your utmost.”

Every spine straightened at once.
The gravity in his voice struck deep within their hearts.

At Chief Nozaki’s cue, the members gave brief self-introductions.

“Tajima, data analyst. Any suspicious activity—leave it to me.”
“Aoi here. I’ll keep things bright and blend right in!”
“Saki Kawamura. I’ll extract whatever information we need—naturally.”
“Ryō Sakai. Observation and analysis are my specialties.”

Despite the tension, a few quiet laughs broke the ice.
Each personality began to surface.

Tomorrow, their mission would begin.
Officially, they were just the Operations Support Division.
In truth, they were the Covert Surveillance Agency
tasked with uncovering unseen realities and guiding the company toward reform.

Sakai clenched his fist silently.
To investigate the hidden depths of a massive corporation,
to ensure that every employee was fairly seen and judged—
his resolve would soon be tested in this new and secret battlefield.
